I personally think the "60 min limit" is reasonable. It eliminates two problems that come right to mind: (1) the "hold time" or other time one could "legitimately" be on an 800 call to an airline or other service provider, etc,. and (2) at least delay the capital expense in the tens of thousands (minimum) per hotel by delaying upgrades of the phone systems until they ordinarily would need an overhaul. As much as I am offended by the call charges (and even MORE offended by additional "service fees, resort charges, unlimited call fee, etc), I think its a trade off, and as a practical matter, "raising the room rate" won't cut it, because a few years later, a phone charges will be added again. Someone please correct me if I'm wrong, but I seem to remember that several years ago, almost every major chain charged for every outside call, whether 800, calling card, etc. Because of a "consumer revolt" of sorts, including the cheapiechains giving the calls for free, most US majors eliminated most of these charges, only to return now.
