Although do keep in mind, certainly in every country I have experience of, the options available (cash/cheque/credit back to card) and what fees will can be at the discretion of the shop you have bought from and the agreement they have in place. I could believe they could further limit it in this case. But I certainly think you have a right to protest and I'd certainly report in case it was an abusive cash refund point company.
