Take a shuttle to a hotel that has shuttle service and have them pick you up there. Give the shuttle driver a good tip and you're set. If all else fails and the hotel shuttle won't take you back to the airport, then cab it. But in my experience the hotel shuttles never ask for proof of a reservation. And a $10 or $20 tip to the shuttle driver is a lot cheaper than a cab (in most cases).
I would call the local Enterprise office to make sure they can pick you up at a particular hotel, if there are a few local Enterprise offices, the one closest would be the only one allowed to pick you up there, but not necessarily be the cheapest local office.
I have done this a few times already, in one city in Florida, the airport rate is very high, but the off airport Enterprise rate was almost half of the airport rate, so we took a cab to the local office, 3 miles down the road which cost $18.00 with the tip, still saved just over $100.00.
We asked which locations we could drop the car off without any extra fees, he said any Enterprise location in the county, we never asked if this included the airport, so we returned the car to the airport, the check in agent somehow knew it wasn’t a airport rental, but we never were charged anything more for returning at the airport.
Had they tried to add any fees, I would have fought it because I did get the name of the person who told me I can drop it off at any location.
If I am with my wife, I also have rented the cheapest one day rental at the airport, and rented from a local Enterprise office the next day for the rest of the week, she drops me off at the local office, I rent the car and follow her to the airport rental lot to return the one day rental and pick her up.
