I think you might be right about the place providing the cash wanting to earn some (further!) money from the FX!
Assuming this was handled through one of the big operators (global blue/refund, etc), try complaining to them?
Although do keep in mind, certainly in every country I have experience of, the options available (cash/cheque/credit back to card) and what fees will can be at the discretion of the shop you have bought from and the agreement they have in place. I could believe they could further limit it in this case. But I certainly think you have a right to protest and I'd certainly report in case it was an abusive cash refund point company.
