I usually consider Tripadvisor like a quality source for the ratings of hotels so I don't know what to think here: do they tolerate hotels exagerating their reviews? Do they actually help hotels do that against a fee or do they discourage them?

I looked at the pics and Google. This is not a very nice hotel. But I believe, most of the people who wrote the review DID LIKE IT. May be the owners are very nice.
I had the same recently in Taormina, Sicily: Very good reviews, but the hotel was not that great. However, the personal was very, very nice and friendly.
Things like this can happen. Generally, Tripadviser is very good source! At least for me!
