You wouldn't be able to, but guess what...some of us are, and some of our rates are cheaper than other people's 3 star rates!

SPGs rate for a hotel was $699 a night (on SPG.com) and my contracted rate was $279. I work in the private sector. $142 for a hotel in downtown SF looks pretty good to me, especially the St. Regis.
