Yes, but look what happened almost the day after that statement with the alerts in regards to the DHL freight aircraft from Yemen.
It does not matter if they have been scanned or not.
It depends whats in the bag and if something came up on the x-ray and the security team wanted to speak to the passenger they would not be able to and that is when the bag should not be loaded.
Its also better customer service if the bags travels with the passenger as it could get lost / taken by the wrong person at the other end or even stolen. How is it better that a bag gets on the flight before a passenger does? Would you not see this as a security risk?

The security checks in the USA are very different to the rest of the world, the travellers over the thanksgiving period have been moaning that they have recently been subjected to the same pat down searches (that the rest of the world endures) instead the "wanding with the black circle thing" and it invades their privacy.
But why is it that when passengers travel to the USA they are subjected to these exact same searches that they are complaining about domestically?
Airport security has changed dramtically in the last 10 years and it needed to, and still needs to be maintained.
The flights to the USA are the only flights with extra visa check and security check personnel.
Whilst enforcing the whole world to adapt to EXTRA security procedures set out by the US govenrment to travel to the USA, within the USA the rules are different and travellers say that they dont like being pat down searched (which the government forces visitors to their country to have done around the world) and send unattended bags ahead of the passenger within the USA
Also this is the country where other members of the public can just walk into the domestic baggage hall and take a bag on a belt that has been sent ahead unattended, Los Angeles and Las Vegas are just two examples of this.....and then be STOLEN by anyone!
Most other airports including the UK, the baggage belts are protected by being airside or by security at / near the belt.
I have pointed this out to TSA staff in the past....
Security is necessary and essential and should be consistent and at the same level at all airports worldwide.
These are my personal experiences and opinions on the situation and nobody elses.
