Personally I don't see why just because someone works for the Government they shouldn't stay in a hotel of a level commensurate with the level of responsibility/value of their job. I'd sooner see the Head of the Public Health Dept being accommodated at the St Regis than a junior analyst from Goldman Sachs - and if you believe that you're not paying for their life of luxury I think you're fooling yourself. Let the floodgates open
