AC YYZ/T2 on 10/29: 40+ Min wait for bags!
Arrived YYZ T2 from the US at 18:10, cleared immigration in 5 min, 1st bag hit the carousel at 18:55. Applause from waiting throng at sight of first bag.

Complained to the AC baggage desk agent at the 30 min mark and got the comment (with a shrug): "we have a manpower issue".

Sheesh!
