I don't understand you. Did you not quote Randy's post regarding the establishment of the "Misposted Threads" forum in at least one place and then basically thank him for the explanation? It sounded like you were satisfied with what he said there, but now you are questioning (?) the how and why of this forum?

The moderators and administrators can and should move or remove anything that is off-topic in the interests of keeping the board organised and focused. Up until now, they've done the laissez-fairse thing, but that isn't working and the amount of entropy is skyrocketing. Time for action, and overdue at that.
