If the agent can do it at the counter, is there a logical reason for why it can't be added ahead of time by a reservations agent? I remember calling reservations once to add the number to an existing booking and was told I'd have to cancel and rebook it. I did rebook, as it didn't change the rate, but it seemed utterly silly.
