The point that I was making is exactly that -- the job is really too big for any one person. A collaborative environment (like the one used on my site) allows authorised users to input questions.

So (just an example) on the United board you could give five or six "guru's" access to the FAQ admin section. Over time, if each contributed 10 questions and answers, you'd have a pretty comprehensive list. Multiply this over all of the active boards, and you've really got something.

We already answer the same questions over and over again -- with a little effort, we could record them permanently and in a more user-friendly manner than the "search" function.
