I think there is a requirement that you wear something - anything. Had a conversation with a SouthWest crew member once when boarding from a very hot location.

I tend to change into my BA PJs bottoms (effective track bottoms) and a put on a track suit top after I board the plane. I am occasionally tempted to change before boarding only at JFK where you can spend ages on the runway waiting to talk off.
