BA Award Redemption and YQ Avoidance

Happy Holidays BA Members,

Hoping I can get a pointer to where I can find out which airlines I can redeem my BAEC miles that would not incur the wrath of the fuel surcharge.

From reading around, I understand that it is now standard practice to charge the YQ for flights on AA and BA to Europe, or any BA flight to anywhere else for that matter. There was also discussion of IB also being impacted by this but I can't seem to be sure.

Can anyone summarize which OneWorld airline will not slap on the excessive YQ? Based in the US, I'm hoping CX and JL are still free from this, but I'm not so certain. I'm thinking any flight that's TATL is unable to escape the ATI effect and the YQ surcharge.
