Since you're a FC passenger to Canada, according to delta.dumb, you can use the SC in SLC but not DTW, although in DTW you could try to argue that you're an international passenger traveling in a premium cabin on a SkyTeam airline. Note that the definition of international on the webpage includes Canada.
