Indirectly and possibly yes. Generally the smaller the fence, the more likely you'll get points as it's bound to be a smaller discount and smaller discounts usually mean rates that generate points.
But i've seen both sides to that coin. The IDAVR rate which is one of the lowest publicly available rates at my hotel generates points and it used to require a 14 day advance booking and there were no changes or cancellation allowed at all.
And then there's most TPI rates that don't generate points and some of those rates are equal to IGCOR or best flex.
