That was for Europeans not non-US and it was a marketing promotion not part of MP.

I thought there were various laws/rules that could impact whether non-residents could purchase particular good and services online. And when it comes to UA sometimes there are promotions that can only be purchased in the US by US residents (via US web site) and sometimes (eg) only by Australians via Australian website. I don't see anything specific to UA here.
