After playing phone/email tag with the airport administrator for the last few days, I finally got through. She said he had discussed it with the airport director and pending approval of the pamphlet, I was welcome to come and distribute in a pre-defined area. I will be heading over there in a few hours to observe the TSA checkpoint and see if the NOS is in use as well as hand out brochures.
A small victory!
No official can approve or disapprove the contents of your pamphlet. They only have the right to regulate time and place of you activity, and they must have a specific written policy... in other words, they cannot make it up on the spot, and they cannot be arbitrary or discriminatory.
