Discrimination? Absolutely. Based on what the airline sees itself as? Maybe. Businesses "discriminate" every day. We (speaking as a business) all have our target customers and look for ways to increase their numbers at the expense of those that are potentially hazardous to the bottom line.
The title of this thread may be a bit misleading. UA has nothing against expats. It's people living in certain regions in general. It's not personal. It's business.
I was trying to buy a ticket for a relative to fly from North Carolina to eastern Europe. Does UA now not want passengers from North Carolina?
