There is no way agents can do this without losing their job. If this is true, and if he has witnesses, he should absolutely sue.
Based on the description of what he was charged I'm not sure why he'd sue given that the agents might have actually undercharged him by $100:
Additional Baggage
Checked baggage in excess of the baggage allowance will be charged as follows:
