I thought that one of the guidelines for a proper administrative search was that it could not be selective. For example, a sobriety roadblock has to check everyone to remain an administrative search. If there is a selection process, then it must be based on some indication that moves it out of the administrative search and into the law enforcement search.

At one time, I heard it also had to be every-X, and there was no such thing as "truly" random. So unless there was probable cause, they took every 6th, even if they "knew" the seventh was carrying something.
