On one of the other forums I go to, a thread popped up about the increase in airports stating they want to dump the TSA and go back to private contracts. There is a TSO on that forum (works in baggage at IAD/DCA) who posted this.
Position: Armed Transportation Security Officers (ATSO)
Purpose: To provide a continual pool of highly trained employees to support the mission of TSA.
Program Overview:
This program provides for the Transportation Security Administration (TSA) the man power and training to accomplish the mission. The ATSO program will provide for more security on the checkpoint and rail travel. This would be at a much smaller cost to the TSA. ATSOs would work at checkpoints and rail during a viper exercise.
Program Goals:
Successful accomplishment of the TSA mission.
Provide additional layers of security to guard against acts of terrorism, criminal assault and piracy.
Provide a continual pool of qualified officers to fulfill the mission.
Provide for National Events when needed.
Provide a new avenue of security for rail.
This program will provide employees to be trained to engage in Law Enforcement activities such as the arrest powers, authorization to carry a firearm, the prevention, investigation, detection, incarceration, or prosecution of any person violating the law.
Benefits:
This program will provide an inventory of personnel that will be capable of filling the position of ATSO and Law Enforcement.
The ATSO will provide law enforcement for the check point and rail.

ATSO allows flexibility in staff needs, by providing security for staff guards against vandalism and damage to Government Property.
Have security for rail travel in place when needed.
