The claim is that, in several airports, you must traverse the "secure" terminal areas to get to the exit. Since you have access to your "checked" luggage during the Customs/Immigration process, you could pass something off to a co-terrorist on your way out of the airport.
The airports would rather have TSA do this process, since it relieves them of the requirement to correct the faulty layout of the airport in light of TSA's security theater regimen.
