If the TSA is actually forced to disclose the nature of the threat and then place a numeric value on the risk of the United States citizen to commercial air transportation I think the courts would probably beat a hasty retreat from their undying love of kissing government agency a$$ since they say its so.

I would LOVE to see the risk to commercial air transportation from terrorism from US citizens. I believe it is so close to zero as to be not-detectible. NONE of the terrorists seized to date who have attempted anything on board an airliner was a US citizen . . .
