i normally am a late person myself, but on busy days like this, one is usually bettter off going early, bucking the normal crowd catchers on Main Street and dkipping straight to Fast Pass for a key ride or two. Best practice would be to tgen leave and return after 4 to actually enjoy the evening festivities.
I did not check the Disney site, but if MK has extra magic hours that day, it will be VERY busy, regardless.
Being a local, it is not uncommon for me to go in the park at 7-9 at night, while everyone else is exiting. While this is not always practical for those wanting to max out on parade and shows, it is one of the best times to slip on to Space Mountain or Splash Mountain. You sacrifice the Main Street Electrical parade, but it really just depends on preference.
