You don't need to live near a branch. You can open an account online. Even if you let the account sit relatively dormant for 6 months... 15,000 or 25,000 RDMs for $55 is hard to beat. In the past, you could open multiple accounts and order multiple check cards, and each earned the bonus. Not sure if that is still the case.
