Funnily enough I had noticed, on my many annual entries to the US, that Ireland was one of the countries that has the visa requirement waived. Thnaks for the tip though.

The observation I was making was that
1) Even though I am not being directly affected by the new requirements I am indirectly affected by them, as I have to stand in line behind all those people waiting to be fingerprinted/photographed.

2) The Brazilian system of taking aside those who need to be fingerprinted/photographed to one side is more efficient. It means that people who aren't covered by the introduction of the new rules are not inconvenienced by their implementation. This seems pretty logical to me. It's bad enough p*ssing off some of your tourists without p*ssing them all off.

Obviously the US gets more tourists than Brasil. If wait times are still greater than a country that is doing it manually shouldn't they consider adding more resources (agents and computers) to reduce delays, as well as possibly revising the manner in which they are processed.

A possible, easy to implement, solution would be 3 lines, one for US citizens, one for Visa Waiver countries and one for the countries affected by the new requirements.
