That is pretty much how I understand it.
You have been misinformed. TSA does check diapers. If it becomes a sanitary issue though, no screening will take place until the sanitary issue is resolved. So if someone is leaking fluids out of the diaper it is better for them to stop and get it taken care of in the restroom before heading to the cp. You are not automatically banned because of something like that.
