So, I got the +/- $7 FTF refund, and the Airfare charge is a US charge since it's a US airline. And, since the voucher covered the rest of the cost, there is no CHARGE from Expedia.ca for the hotel, etc., so no FTF fee incurred.
So, yes, we get the voucher difference as a refund, AND get the FTF fee (which was never incurred) on TOP of that. A nice little bonus due to technicalities of how Expedia handles the purchase (setting the airline charges out separately from the airline itself).
