This photo shows a female that appears be behind the male that is being screened. Due to the angle and the depth of field, the photo is deceiving. If you look closely you can see another shirt sleeve from a third officer that is behind the passenger. From the distance and angle it appears that the female is examining the male passenger, look close though and the female officer is slightly out of focus and that could be 5 or more feet farther from the male being patted down at the waist. They did not force the shirt up. They asked if he could lift it and he did.
So male on female or female on male pat downs don't ever happen?
I've personally experienced such, but this was before your pat downs included reach-around.
