I know Bali will be lots of tourists, bars, big party scene, compared to rural Laos. I don't have a preference but was hoping someone reading this has suggestions or experiences that may sway my opinion one way or the other.
Thanks!

Can't speak for Bali, but I was in LPQ for NYE last year. It was boisterous, happy-go-lucky, crowded until about 1AM, with lot's of street vendors, food and fireworks. I'd imagine VTE would be similar if not more boisterous.
A few years ago I was in Phonsavan for NYE. Completely different. The guesthouse owner slaughtered a lamb and present were his family, the 15 +/- guests, plus a handful of local gov officials. We ate all manner of lamb, cooked and otherwise, blood soup etc; also drank copious amounts of Beer Lao and JW Red. At 10PM I went out to buy another bottle of whiskey and caught the last open store. Temps must have been low single digits that night but we were warmed by fires in elevated 1.5m cluster bomb casings.
