No, BC & Washington aren't providing the funding. The CBSA has agreed, no doubt under pressure from BC, to continue the "experiment" of the second train for another year without requiring that someone else pay for the presence of the CBSA agents.
And as noted above, the evening train to VAC leaves Portland long before the Coast Starlight gets to Portland.
