I could be very slow, but why do hands have to touch genitals at all. Do they think guys will insert explosives up the urethra? Now if some crazy woman inserted it her vagina, well, I'm just not that sure they could "pat" the outside enough to do any good. But the guy who carried the explosive in his groin area could have been caught without ever touching his genitals. So it is obvious to ME that touching genitals is simply sloppy work. I think there should be a strict policy NOT to graze genitals with fingers because it is unnecessary excess.
