I need to preface this by saying that the reason I'm asking this is because of a feature that Kodak puts in all its point-and-shoot cameras: the ability to clip out single frames of video and make a photo of them. I especially like this feature for doing something stupid like shooting lightning storms, then painstakingly pull out of the best lightning shots.

Most digital cameras shoot video at 24 or 30 FPS (frames per second.) Lightning often takes up exactly three frames of that, with the hit on the second frame. Sometimes it can appear and disappear in less than one frame---one thirtieth of one second. So what I really want is a compact digital camera that shoots at WAY more than thirty frames per second. Hundreds would be nice. If it had a frame clipping utility, too, that would be great, but I can probably manage that myself.

I've got some nifty digital cameras, but I can't go to brick and mortar stores so I've got to find this online.
