I agree with biggestbopper. Threats probably won't get you anywhere. If you want to keep the card, try a different mailing address (maybe the office?). If you don't, stop aggravating yourself and just cancel it now.
Giant companies like Citi and Chase (which issues the UA card) all screw up from time to time, but two cards lost in a row is pretty suspicions. I don't suspect any sort of conspiracy on Citi's side. More likely a USPS issue.
