Yes, folks unable to walk/stand have been getting a patdown all along. They are now getting a much more invasive patdown. Even Pistole has admitted that, said he and Napolitano underwent it and I believe he described it as 'uncomfortable' but said something to the effect of 'our social norms will have to change'.

BTW, your final point isn't always true, even at your airport. A little over a week ago a family member who is largely wheelchair-bound toddled through the WTMD. No alarm, but she was 'randomly selected' for the frisk. Lovely ending to a wonderful weekend in SAT.
