On the contrary, I think they SHOULD wait and hear all the opinions before rushing to a second draft of the policy, which will likely be the final one. The example is the proposed CR1 elimination last year.
So, all the letters to 1KVoice and all the posts here WERE effective, only that the response did not come from UNITED PR him/herself.
