I have also had many times when I only had ONE liquid item in my carry on stuff (a small bottle of eye drops for my contact lenses -- everything else was in checked baggage). And that ONE little bottle of eye drops, I always just tossed loose in the grey bin (no baggie). Never had a problem with that, either.

I can't believe they are messing with people with one loose liquid item, or with just a couple in a smaller-than-one-quart bag.

That's just silly.

As silly as it sounds, yes.

The screener saw me put it in the bin as I was going to run it through the xray. She yelled at me and said it has to be in a 1 quart bag. So, I put the items in my wife's 1 quart bag since she had some room.

Actually, what surprised me was that my wife has room in her 1 quart bag...
