I used a Cat 4 certificate last year at the Courtyard Liberty Station in San Diego. It was very nice and had harbor views, which is what landlocked me wanted. You can take the shuttle to and from the airport, but it's not on the transit system.
The other option I looked at was the Courtyard Old Town. It's on transit, but doesn't have the water views.
