Theoretically, yes; however, the partner's ticket bucket rules determine if you get EQM and if so, how much. Some partners like LH and AC have non-mileage buckets that are hard to avoid so if you're booking on a partner you really have to be careful and make sure you are getting a mileage-eligible fare bucket.
