Smirnoff, the rolls are separated from the rubbish and when back on the ground are placed into the "vegi rolls" ISO container where they are re-wrapped for use on the next flight. This may be why they are stale because they continually revolve around the system. It was a joint BA / Labour Government initiative to keep unemployment lower, other initiatives included digging holes and filling them back in.
