Ofcourse, it could just be the directives under which the TSOs work.
You know, like searching the guys who fly the plains. (If we search them & there's no bombs, then there's no way a pilots bringing dow this aircraft!!!)
Even when the TSA wanted and approved voodoo "security" "profilers" are Israelis who worked security at TLV doing the same, it's more a problem with hiring incompetent morons than some other factors? That's not it. When the haystacks are much larger, more distributed and the mythical needles less localized, getting lucky is harder for these voodoo "security" specialists, even as they will claim success for those lucky outcomes.

About searching pilots, it's quite a stretch to believe that pilots are beyond being used as mules for contraband -- be it drugs, explosives or a litany of other things that could be considered contraband by screeners and/or customs -- to be handed off. Not that this is any reason to subject pilots or any other free persons at an airport to machine strip searches or groping of their private areas when they don't alarm a metal detector and/or ETD-type tools.
