Contact the Ambassador service center. I have a written confirmation from them that all RA benefits are provided on F&F rates, except:
  1. room upgrades
  2. using a BOGO voucher
Given that most of the time IC Bali provides the same one level upgrades both for Ambassadors and RAs, it's not a big deal.
