Where is the scanning done? The green tags were in a container on the counter in PDX. I took one and put it one my bag, which I carried to the plane and loaded on the baggage cart. There was a baggage handler there, but I didn't see a scanner.

For connecting flight at LAX I asked if I needed a new tag and was told no.
