Here's a quick update.
I emailed the elite member services to validate my understanding. Their answer:
If a hotel of one of the listed brands and types (not a resort hotel) does not have a concierge lounge (or has closed it), then from Monday through Friday it is required to provide the alternate stated in the terms and conditions.
No exclusions for holidays indicated.
They forwarded my question to Marriott Guest Services, who contacted the property. The front office manager agreed to provide breakfast coupons, and should have them ready for me to pick-up. I will check on this as soon as I get back to the hotel. If that has not happened, I will be pursuing the $100 road, as I now have confirmation, and a name in writing.
And once I conclude that chapter, I will out the property.
