Passive MMW with ATR the answer for WTMD replacement?

In today's testimony, I got out of Pistole's comments that the long-term goal of AIT is Automated Target Recognition (ATR), for pax and cargo. Issue right now is too many false-positives, meaning too much time manually checking cargo, and too many physical searches on pax. When AIT with ATR reaches maturity (minimal false positives), the attendant viewer would be removed, and patdowns would only occur for the part of the body that alarmed. That's what I heard, form the testimony.

So, let's toss this out there:

If only passive MMW was used (no backscatter), AIT ATR was perfected, and only the alarmed portion of the body was searched, would this be an acceptable replacement for WTMD?

* no viewer, so no child concerns, religious concerns, privacy concerns, etc?
* no radiation (passive MMW?), so no radiation concerns?
* only portions of body that alarmed would be searched.

Are there passive MMW health concerns I'm not aware of?

Would this assist with resolving the privacy/health concerns?
