I'm fairly sure none of the traditional carriers, despite providing services in both jurisdictions, allow inclusive data roaming (some, less than previously, do with voice & SMS).

I travel weekly and keep 2 SIMS. There's a phone shop that sells SIMs in arrivals in Dublin Airport.
