Just this AM at ORD they were not getting any volunteers and clearly stated that it would be the last ones to check in. He wasn't getting any volunteers and repeated this a couple of times. Every time I've heard them threaten to invol people it has always been based off check-in time. Maybe he just misspoke?

Also I would image the last people to book bought expensive tickets and probably have the least flexible schedules.
