As someone who flies just about every week out of Denver International Airport, I've seen a lot of people passing out information for things like the Jehovah's Witnesses without any problems. (I do notice that they never ask for money, however. So maybe that's what the rule is about.)
I'm planning to pass out some flyers too that day, in my case before my flight. I'm planning to dress well, and basically walk around asking people if they want more information on opting out of the scanners. If they say "yes," then I'll hand them a flyer.
