I've used both tailors. Sam's is fine if you know what you want and are very specific about it. Their shirts are of good quality for the price, and I've had good luck with their sportcoats. I wasn't totally thrilled with my Sam's suit, but that was more my fault than theirs (not being specific or aggressive enough).

Go to Sam's but don't deal with Sam. Deal with his son instead. You can get pretty good value for the dollar.

I also have a suit from Pacific, and after two-three rounds of fittings, it came out fine. Very satisfied. Customer service was very good. It's a little more expensive than Sam, but it's in a little ritzier location. Deal if you can with the British guy who is the general manager.

I had heard they were owned by the same people, but I saw no evidence of it (aside from that St. Pete Times story).

So long as you don't use the touts on Nathan Road who want to sell you a suit for $100, you should be OK with most reputable suit shops in HK. W.W. Chan will run you about $1,000 a suit. For something more affordable, I suggest two places in Kowloon: William Cheng and Son and Hemrajani Brothers.
